Substance Use Disorder Professional 10.31.2022

Salary Range: $4,004.83-$5,115.09/month

Hiring Salary: $4,004.83 – $4,520.31 per month DOE

Eligibility for County paid benefits such as life insurance, long-term disability, subject to applicable waiting periods. 11 Company-paid holidays. 2 Floating holidays each year, vacation and sick leave accrued from first day of employment, 6% step increase every 2 years. Paid twice per month on the 10th and the 25th of each month.


Provides substance use assessments, individual and group treatment to clients individuals with substance use disorders and their families. Provides crisis intervention and case management services. Works cooperatively and effectively with the public and other employees.  This is a full-time non-exempt position subject to a collective bargaining agreement.


  1. An Associate’s degree in human services or related field from an approved school; or successful completion of 90 quarter/ 60 semester credits from an approved school and meets the minimum standards for Substance Use Disorder Professional as defined in WAC 246-811.
  2. Possess a valid State of Washington issued credential to practice as a Substance Use Disorder Professional without restriction, probation, or limiting condition or threat thereof. Or proof of application must be provided within 30 days of beginning employment.
  3. Possess a valid National Provider Identification Number (NPI), or proof of application must be provided within sixty (60) days of beginning employment.
  4. Have no history of alcohol or other drug misuse for a period of three years before employment as a SUDP and not display evidence of misuse of alcohol or other drugs while practicing as a SUDP.
  5. Understands and adheres to state and federal confidentiality regulations.
  6. Conducts self ethically and professionally at all times.
  7. Must possess excellent communication skills and ability to develop positive working relationships with all agencies and professionals necessary in the performance of these duties.
  8. Must be able to exercise discretion and independent judgment in all areas of job performance including adherence to appropriate professional boundaries and strict confidentiality practices in regard to client activities and documentation.
  9. Able to Apply clinical judgment, ethics and accountability to formulate and implement recovery plans and other clinical documentation.
  10.  Must demonstrate the ability to handle stressful and crisis situations tactfully and appropriately.
  11.  Must possess valid driver’s license.
  12.  Must successfully pass a background check and a driving record check.
  13.  Is not a State or Federal (OIG) or System for Award Management (SAM) excluded provider, in any capacity for the Medicare, Medicaid, and all Federal health care programs.


  1. Abide by ethical standards developed by the appropriate professional associations, this County and Agency, for counselor, social workers, psychologists, chemical dependency substance use professionals.
  2. Complete all training required by WAC and RCW’s within the required time frames.
  3. Be familiar with and follow Washington State and Federal mental health, substance use and related health laws, regulations and contractual requirements.
  4. Be familiar with and follow Agency and County Personnel Policies and Procedures.
  5. Maintain professional credentials required for the service being provided; including CEU credits as needed to maintain credentials.
  6. Be familiar with and follow the laws of the State of Washington and the Federal government as they pertain to mental health and substance use practice, regulations, and contractual requirements.
  7. Be familiar with Interagency Agreements that pertain to clinical practice.
  8. Attend training to improve clinical skills. This includes training provided by Pend Oreille County Counseling Services and other qualified trainers.  Provide training to staff as requested.
  9. Provide individual, family and group counseling.
  10. Provide mental health screening and substance use assessments, develop and implement treatment plans, provide case management referral and coordination with other allied professionals and treatment providers, to include psychiatrists, school IEP coordinators, courts, and other community based agencies.
  11.  Practice standards for managed care as it applies to clinical practice.
  12.  Maintain high quality work and patient care and provision of all services in a culturally sensitive manner.
  13. Maintain records in accordance with requirements of state and federal laws, contracts, and Agency policy.    Accurately complete current client progress reports and completion notices within the required time frame and provide them to the courts, probation departments, and to referral sources as appropriate.
  14. Have fundamental understanding of DSM 5, or its successor, psychiatric disorders, ASAM, psychotropic medications, brain physiology and demonstrate a working knowledge of the various theoretical models of   behavioral counseling and other relevant Evidenced Based Practices.
  15. Participate as a team member of this Agency by attending staff meetings and actively participating in agency meetings.  Develop a positive working environment by treating agency staff members with respect and courtesy.  Exercises sound judgment with problem solving and conflict resolution skills.  Encourage others to achieve high levels of quality and successful working relationships.  Promote team effectiveness, promoting trust, commitment, and Agency pride.
  16. Attend regular supervision with the designated Clinical Supervisor to maintain quality of care.   May provide direct supervision of SUDP Trainees and Volunteers in accordance with WAC 246-811.  Evaluate progress in an ongoing manner to include evaluation of your own issues, such as counter-transference.   Use time effectively.   Keep appointments and be at work and at meetings on time.
  17. Participate in community educational programs on mental health and substance use disorders for the general public, professional and industrial industry groups.  Attend community meetings approved by supervisors.
  18. Respond immediately to requests from staff for crisis situations in Agency.  Provide crisis response services as needed.  Practice appropriate crisis intervention skills.  Refer individuals for follow up services as needed.
  19. Perform other duties and assignments as requested by the Director, Clinical Director, or Clinical Supervisor(s).


Works in a variety of settings supporting individuals, families and groups within the community, to include office, client’s residence, schools, hospitals, jails and other public venues.   Standard risks working with persons with serious psychiatric disorders, drug and alcohol substance use problems, and behavioral challenges, to include potential of for volatile behaviors and/or exposure to contagious diseases. Expect periods of sitting, standing and walking.  Possibility of travel throughout the county and state, in all seasons. Hand-eye coordination and fine manipulation skills are necessary to operate computers and various office machines. Handling of charts, up to 30 pounds.
